A New York City Department of Sanitation Fill Material Transfer Station Permit (FMTS Permit) is required to operate a fill material transfer station, per Sections 4-01 through 4-18 of Title 16 of the Rules of the City of New York. A Fill Material Transfer Station (FMTS) is a facility that accepts fill material for the purpose of subsequent transfer to another location. Fill material consist of clean earth, dirt, concrete, rock, gravel, stone and sand.
